Jessie Lau, the Chief Inspector of the Narcotics Division of the Hong Kong Police Force, has cracked many major cases throughout her career. On the surface, she is an excellent police officer, but behind the scenes, she uses her authority to collude with powerful people. One of these people is Dragon Kwan, a drug tycoon in the city and her closest partner. The two of them have a mutually beneficial relationship, but when Dragon`s thirst for power floods the city with drugs, it threatens to expose their partnership. Regardless, Jessie is determined to do whatever it takes to keep the secret.
